Through FACEM, the ODA continues to accelerate investment in the economy of the Republic of Moldova by implementing three financial products: the ‘373’ State Investment Incentive Programme, FACEM Impact and FACEM Investiții Sustenabile BGK.
Funding was provided as follows:
– Under the ‘373’ programme, 443 companies were financed, receiving loans totalling approximately 2.06 billion lei, whilst the volume of investment attracted into the economy is estimated at approximately 3.47 billion lei;
– Through the FACEM Impact programme, funding totalling 88 million lei was provided to 35 companies, which helped to mobilise investments amounting to approximately 140 million lei;
– Through the FACEM Investiții Sustenabile programme, BGK provided support to 23 companies, which were granted funding totalling 43 million lei, whilst investments amounted to 127 million lei.
In the third quarter of 2026 (July–September) alone:
– Under the ‘373’ programme, 152 companies received favourable loans totalling 713 million lei, which will help attract investments of around 1.12 billion lei;
– Under the FACEM Impact programme, decisions were taken to provide funding to 10 companies totalling 30 million lei, with projected investments exceeding 45 million lei;
– Under the FACEM Investiții Sustenabile BGK programme, four companies were funded to the tune of 12 million lei, which will help attract investments of around 84 million lei.
Of the total funding provided under the three financial products between January and September 2026, 26 per cent was channelled into the energy production and supply sector, 16 per cent into the manufacturing sector and 9 per cent into transport and storage, with the remainder distributed across other sectors of the economy.
Furthermore, the 501 companies that received funding through the financial products listed above currently support 8,650 jobs, and the implementation of investment projects is expected to create a further 1,893 new jobs.
Fund of Funds
A new instrument to support the business environment is the ‘Fund of Funds’, officially launched by the ODA in collaboration with the Ministry of Economic Development and Digitalisation in the second quarter of 2026. Through this mechanism, the Government of the Republic of Moldova aims to expand access to alternative sources of finance for small and medium-sized enterprises with growth potential, as well as for technology start-ups and innovative enterprises; to develop the investment market; and to stimulate the inflow of private capital into the national economy.
During the reporting period, three applications were submitted as part of the competition to select the first investment partner; of these, two were submitted on time and are currently being assessed for completeness and compliance with the criteria. Both applicants that have passed the assessment are international funds registered in the USA.
“Access to finance remains a key prerequisite for enhancing the competitiveness of businesses and the country’s economic development. We will continue to strengthen these instruments, simplify the access process and encourage private investment, particularly in sectors that drive economic growth, the modernisation of production and job creation,” said Vadim Codreanu, Director of ODA.
The FACEM Investiții Sustenabile BGK financial product is supported by the European Union, managed by the ‘Gospodarstvo Krajeve’ Bank (BGK) and implemented by the Government of the Republic of Moldova in cooperation with ODA and Solidarity Fund PL in Moldova.
The FACEM Impact financial product forms part of the ‘SME Development Fund in Moldova’ project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German development bank KfW.
The ‘373’ State Investment Incentive Programme and the ‘Fund of Funds’ are financed from the state budget.
The Enterprise Development Organisation is a state institution established by the Ministry of Economic Development and Digitalisation, which implements programmes and provides support tools to foster entrepreneurship and facilitate access to finance for micro, small and medium-sized enterprises.
