
From May 8 to 29, 2026, the NBS is conducting a pilot statistical study entitled “Social Protection Expenditures and Revenues of Nonprofit Organizations” to test a research tool that will be used to collect data from nonprofit organizations at the national level in 2027.
The evaluation and refinement of the data collection methods to fully comply with the European ESSPROS requirements is carried out on legal entities whose main purpose is not related to income generation, including parties, public associations, foundations and private institutions. Their data on income and social protection expenditure will become statistically reliable information.
At the same time, within the framework of the pilot study, the NBS aims to obtain relevant information on the typology and volume of social benefits and measures implemented by non-profit organizations in the Republic of Moldova in the period 2024-2025, including expenditures on different types of social benefits related to social needs and risks, their administrative and management costs, as well as revenues used to finance social benefits.
According to the EU Regulation, the concept of “social protection” includes all measures taken by public or private bodies to alleviate the burden of households or individuals related to a certain set of risks or needs.
The list of risks or needs (also called social protection functions) typically includes: illness/health care, disability, old age/prevalence, survivor, family/children, unemployment, housing and social exclusion.
