Finance Minister Viktoria Belous announced this. As she explained, a number of criteria will be analyzed and formulas for assessing an individual’s actual financial situation will be applied to determine the recipients.
The minister emphasized that the authorities want to improve the compensation mechanism so that support reaches the categories of citizens who are truly in need. Various sources and forms of income will be taken into account, including funds in bank accounts and interest on deposits.
Previously, compensation was calculated separately for each household, based on income, the number of family members and their status, and the source of heating. Last year, an additional criterion was introduced for receiving compensation: income from bank interest for the previous year could not exceed 4,000 lei.
“Even if a person does not declare any income to the State Tax Service, we understand how they make a living,” the minister noted. She did not specify the amount of compensation for the cold season. It will be determined based on the availability of budgetary resources.
Approximately 2.36 billion lei was allocated in the budget for compensation payments during the 2025–2026 season, and the maximum compensation amount was reduced to 1,000 lei.
