According to the explanatory memorandum to the draft resolution prepared by the Public Property Agency (APP), the land parcel had previously been omitted by mistake from the initial list of parcels designated for the port’s expansion.
The relevant sector comprises a total of 54 land parcels with a combined area of approximately 35.07 hectares. Final expropriation decisions have been issued for 40 of them. Authorities assert that the inclusion of the 0.6-hectare plot is necessary for the “consolidation of Sector No. 2” and the completion of the land expropriation procedure.
If the project is approved, the APP will be designated as the body responsible for carrying out the expropriation procedure. The agency will organize an appraisal of the land plot and determine the amount of compensation to be paid to the owner.
The authorities note that the expropriation will be carried out with the payment of fair and advance compensation in accordance with the legislation on the expropriation of property for public use.
