Ceadir-Lunga prepares the third issue of municipal bonds

Ceadir-Lunga Municipality is planning the third issue of municipal bonds for a total amount of 8 million lei. Following an open tender, the commercial bank maib was appointed financial intermediary for the placement of the issue. Today, the sides signed a contract on financial mediation.

The funds raised will be used to implement local development projects, including upgrading water and sewer infrastructure, developing business support infrastructure and rehabilitating local road infrastructure.

The Ceadir-Lunga municipality became the first local government in Moldova to issue its third municipal bond issue, after successfully raising financing through the capital market during the past two rounds of issuances.

Anatol Topal, Mayor of Ceadir-Lunga municipality:

“Ceadir Lunga has demonstrated that municipal bonds are not an experiment, but a financial instrument that the local administration can use repeatedly, responsibly and efficiently. We are the first municipality in Moldova to enter the corporate bond market for the third time. And this is not an accident, it is the result of strict financial discipline, transparency towards investors and concrete projects worth financing. This time we are investing in water supply, business infrastructure and roads – three priority commitments we have made to our residents. We are pleased that maib has joined us as a partner in this phase,” said Anatolij Topal at the signing ceremony.

Municipal bonds are an alternative financing instrument for local authorities, used for the realization of investment projects of public interest. This mechanism allows attracting financial resources through the capital market and contributes to strengthening local financial autonomy.

The program to support local authorities in issuing corporate bonds is implemented with the support of the Embassy of the Kingdom of the Netherlands in the Republic of Moldova. Other local governments supported in the process of issuing municipal bonds include: Chisinau City Hall (2022), Ceadir-Lunga City Hall (2021 and 2024) and the municipalities of Sîngera (2021), Sireti (2025) and Costeşti (2025).
