Furthermore, according to the tender specifications, investors will also be required to install battery energy storage systems (BESS), which should help increase domestic energy production and enhance the flexibility of the power system.

The bids were selected following an evaluation of the financial proposals submitted by investors whose technical proposals were deemed to meet the requirements. The evaluation criterion was the lowest proposed price for electricity.

The winning projects have a capacity ranging from 35 to 54 MW, and the proposed prices for the generated electricity range from 1.2398 to 1.2528 lei/kWh excluding VAT, which is significantly lower than the prices at which Energocom purchases electricity from abroad.

Plus Energy Storage Systems

One of the tender conditions was that each winning wind power project must include an energy storage system.

The minimum storage capacity is 0.25 MWh for every megawatt of wind power for which the project receives support. The exact storage capacities for each project will be determined by a government decision granting the status of a major energy producer.

Successful investors will be required to commission the power plants within 36 months of the publication in the Official Gazette of the government’s decision granting the relevant large-scale producer status.

The new capacity will help increase domestic renewable energy production and enhance the flexibility of the national power system by combining wind power with energy storage systems. It is also hoped that this will lead to lower electricity rates for businesses and citizens.
