According to the document, local governments annually, by the end of March, develop and approve plans for grazing of livestock, as well as works on public pastures, preliminarily coordinating them with the owners of animals.

The role of local authorities has been strengthened

At the same time, they are obliged to inform animal owners no later than 10 days before the beginning of the grazing season about the decisions concerning the organization of grazing.

In case of changing the regime of use of agricultural lands occupied for pastures without consultation with animal owners, the responsible persons will be subject to sanctions in accordance with the Code of Administrative Offenses.

In turn, animal owners using these lands will be obliged to observe the rotation of pasture plots in accordance with the pasture management plan and rotation scheme.

According to the regulations, grazing is not allowed until the last decade of April or the first decade of May to ensure vegetation regeneration and soil protection.

The regulation was developed in accordance with the Land Code, which provides for an integrated approach to the sustainable use of agricultural land and soil protection. The document also establishes clear responsibilities of local self-government bodies in this regard.
