Romania’s population continues to decline, even though significantly more people are moving into the country than are leaving it. As of January 1, 2026, Romania’s population stood at 19.041 million—1,800 fewer than a year earlier, according to the National Institute of Statistics (INS).

Net migration nearly offset Romania’s natural population decline. In 2025, the number of immigrants exceeded the number of emigrants by 102,200 people. During the same period, the number of deaths exceeded the number of births by 104,100. As a result, the country’s population declined by only 1,800 people over the year—to 19.041 million, according to Agerpres.

Men accounted for the majority of both those arriving in Romania and those leaving the country. They made up 58.6% of immigrants and 57.9% of emigrants.

At the same time, the country’s demographic structure continues to shift toward an aging population. The share of residents aged 65 and older rose over the year from 20.3% to 20.5%. By contrast, the share of children aged 0 to 14 decreased from 15.4% to 15.1%.

At the beginning of 2026, there were nearly 136 people aged 65 and older for every 100 children under 15. A year earlier, this figure stood at 131.3.

At the same time, the urban population grew slightly—to 9.792 million people, or by 0.2% over the year. The number of women stood at 9.744 million and decreased by 0.1%.

The statistics also include Ukrainian citizens who received temporary protection in Romania after the war began.
