Mayor Laurențiu Perju emphasizes that the village of Cobusca-Veche is a special case. He points to the impact on the lives of the village residents of the National Army’s Military Training Base, which covers an area of approximately 889.84 hectares and is located near the village. This makes the village vulnerable—both geographically and economically.
Military activities at the training ground lead to serious restrictions on property rights, periodic disruptions to agricultural activities, and security risks for the village residents, who live just 2.1–3.7 km from the training ground.
However, the ongoing reform does not take these circumstances into account. The municipality is being prepared for a forced merger with other settlements. The Cobusca-Veche municipal administration believes that the community needs special status as a territory facing security threats. This would include an appropriate legal and economic compensation mechanism.
The village residents insist on a merger formula that takes into account the village’s specific territorial characteristics and protects their interests, as well as guarantees that they will be consulted in accordance with the Council of Europe’s standards on local self-government.
