The People’s Assembly of Gagauzia expressed gratitude to the group of deputies of the Parliament of the Republic of Moldova for the initiative shown to support the dialog between the central authorities and the autonomy, as well as to defend the Law of the Republic of Moldova “On the special legal status of Gagauzia (Gagauz Yeri)” and the powers enshrined in it.

Eight opposition MPs have submitted to the legislature a draft law on reducing VAT and excise duties on fuel imported into the country. “This is not a “gift” from the state, but an act of saving the economy and citizens from the consequences of the fuel crisis,” the authors of the document said.

The Draft Code on the Functioning of Parliament proposes to change the way languages are used. Draft laws will be introduced and considered exclusively in Romanian, without obligatory translation into Russian at the stage of their discussion. The translation into Russian will be done only after the adoption and publication of the acts.

A group of deputies proposes to amend the provisions of the Tax Code relating to the registration of enterprises as VAT payers. Provided that their proposals are adopted by Parliament, the procedure for revoking this status will be simplified.

It is planned to introduce a gender quota in joint-stock companies from 2028. Women will have to occupy at least 40% of JSC boards of directors. And in the management of JSCs, including executive directors and members of the Board of Directors, at least 33%.

Companies participating in State procurement procedures will have the right to choose their own form of guarantee payment. This proposal is contained in a package of amendments united in the draft law under the general definition of “Measures to support the business environment”.

The parliamentary secretariat struggles to prepare laws due to the urgency and large volume of drafts, which increases the risk of errors and forces staff to work overtime.

Moldova plans to increase defense spending to 1% of GDP by 2030. This benchmark was discussed in parliament as part of a draft simple vote of no confidence in the leadership of the Defense Ministry.

The parliamentary opposition disagrees with the changes to the law on the appointment of members of the Prosecutors’ Vetting Commission, as it considers it an abuse of power, and threatens possible protests.

At the March 5 parliamentary session, an amendment was passed by PAS votes, according to which the members of the Commission for the Vetting of Prosecutors are appointed by at least 51 votes of deputies. Previously, this required a minimum of 61 votes. The amendment was necessary because last time the majority faction did not have enough votes to appoint Herman von Hebel, a Dutch citizen, to the commission.

The National Anti-Corruption Center presented deputies with video materials demonstrating the Center’s work in detecting corruption. The video presentation mainly focused on electoral corruption.

Integration of Transnistria into a unitary state by granting it the status of autonomy with the broadest rights, similar to the existing one in Gagauzia, does not require amendments to the Constitution. This status is compatible with the existing legal framework in Moldova, which will allow for its faster and more stable implementation.

The PSRM faction, on behalf of the parliamentary opposition, initiated a vote of no confidence against the Minister of Labor and Social Protection, Logos Press reported.

The deputies propose to extend the benefit of deferral of income tax received for tax periods 2023-2026, according to Article 87 of the Tax Code, to amended tax reports, Logos Press reports.

The majority faction of PAS proposes to supplement the grounds for termination of a deputy’s mandate with a new concept – “ineligibility”, reports Logos Press.

Parliament voted in the final reading in favor of a bill according to which the threshold for registration as a VAT payer was raised from 1.2 million lei to 1.7 million lei per year,” Logos Press reported.
