Healthcare unions demand 10% salary increase

Trade unions demand a 10% increase in medical workers’ salaries or at least their indexation

The Federation of Trade Unions "Sănătatea" insists on raising salaries for health care workers by at least 10% or at least indexing them.

The Federation sent the authorities a package of demands on the situation in the health care system. The unions point to a systemic crisis in labor remuneration. Since the adoption of the new wage system in the public sector in 2018 and until now, the basic value for medical staff has increased from MDL 1,500 in 2018 to MDL 2,400 in 2026 (i.e. by 60% in 9 years).

“However, there was almost no real increase in the official salary – the growth was provided mainly by allowances, the share of which gradually reached 60% of the salary. At the same time, according to the law, no less than 60% of the income should be the official salary (taking into account the profession, professional risks and complexity), and no more than 40% – allowances and additional payments,” the demands of the specialized trade unions specify.

It is also noted that in 2026, the increase in salaries for the staff of medical institutions, financed through the insurance system, is not provided – the relevant financial sources are not included in the Law on Mandatory Health Insurance Funds for the current year. At the same time, in 2026, compared to the previous year, the MHI funds will increase by 9.2%, and the fund for payment for medical and pharmaceutical services (from which salaries are paid) – by 7.9%.

“Taking into account the fact that the average annual inflation in Moldova in 2025 amounted to 6.9%, it is necessary to index at least the salaries of health care workers – both in budgetary institutions and in the health insurance system,” the trade unions state.

Underfunding of hospitals

In the appeal they also point to the lack of financial resources in a number of medical institutions. In particular, they point out problems in the work of the Children’s Hospital named after V. Ignatenko, where, according to the trade unions, there is also a shortage of staff.

The situation in the district hospital of Ceadir-Lunga, where the financial deficit has persisted since 2024, is also cited.

Municipal Clinical Hospital No. 4 is also mentioned separately, which asks to increase the tariffs for inpatient palliative care by 100%, so that they comply with the new norms and cover the costs of staff, medicines and consumables.

The trade unions insist on revision of financial mechanisms to guarantee sustainable financing of medical institutions and stable operation of the health care system.
