“There are eight enterprises that are not operational, which remain on the public registers but carry out no useful activity and, generally speaking, no activity at all. There will be further decisions of this kind; we must bring order to the state registers – there must be discipline and clarity. If an enterprise is not operating, it has no place in the register. I cannot give you an example right now, but the Public Property Agency manages 168 enterprises; 75–76 of them are active, undergoing various procedures, inactive, in the process of liquidation or in insolvency proceedings. Those enterprises that are not going to be active will have to be struck off the register,” said the Director-General of the APP, Ion Dodon.
According to him, over 20 state-owned companies and enterprises recorded a profit in 2025, totalling 3.1 billion lei. However, 87 per cent of the profit was generated by the top five companies, including Chișinău International Airport, the National Lottery of Moldova, Moldtelecom and Energocom.
“This means that the next enterprises on the list generate a lower profit, have a lower turnover or a lower return. But the current return does not satisfy me personally, nor does it satisfy the Government of the Republic of Moldova. We must make efforts to ensure that the enterprises’ activities bring more profit to the state,” stated Ion Dodon.
The director of the APP stated that each company will be analysed separately, including in terms of its financial situation and management. In the case of companies in insolvency, the authority will examine the possibility of exiting the proceedings, and where the problems relate to management, measures could be taken at management level.
At the same time, the APP intends to reorganise certain state-owned enterprises with a view to listing them on the stock exchange.
