The meeting took place on 27 October 2026 as part of a working visit by the Croatian representative to Moldova. The parties reviewed the current dynamics of the dialogue between Chișinău and Tiraspol and measures aimed at the gradual rapprochement between the two banks of the Dniester.

According to the Bureau for Reintegration, the Moldovan authorities are continuing to promote the gradual integration of the Transnistrian region into the unified national space and the extension of the Republic of Moldova’s legal framework to the entire territory of the country.

One aspect of this policy has been the extension of the tax regime to goods imported by economic operators in the region, including the application of VAT and excise duties. According to the authorities’ plan, this should ensure uniform taxation conditions within the national tax system.

The Convergence Fund is scheduled to be launched in 2027

Particular attention was paid at the meeting to the Convergence Fund – an instrument providing additional support for the country’s gradual reintegration. Its launch is scheduled for early 2027.

In this context, the parties noted the possibility of drawing on Croatia’s experience in the field of peaceful reintegration, including practices relating to the application of convergence instruments. Croatia’s experience is regarded as one of the benchmarks for Moldova’s future actions.

Another topic of discussion was the observance of human rights in the Transnistrian region. The participants emphasised the importance of international partners supporting the efforts of Moldova’s constitutional authorities to improve the situation.
