The document outlines the priorities, institutional responsibilities, financing mechanisms, and measures necessary to modernize water supply and sewerage systems.

One of the program’s key areas of focus is improving the efficiency of water supply and sewerage management. Authorities will promote cooperation among municipalities and the regionalization of services to ensure their more effective management and long-term sustainability.

Particular attention will be paid to local authorities and service operators, especially in rural areas. They will benefit from measures to develop administrative, technical, and financial capacity; improve governance and efficiency; and develop plans to enhance water safety and service quality.

“The goal is simple: to achieve the targets of providing access to safe water sources for at least 95% of the population and to sewer systems for at least 65%, in order to ensure that people receive high-quality and safe services,” said Deputy Prime Minister and Minister of Regional Development and Infrastructure Vladimir Bolea.

At the same time, the sector’s regulatory, licensing, and oversight framework will be strengthened. In the area of sanitation, the Program provides for measures to implement wastewater treatment requirements in accordance with European Union legislation and international environmental standards.
