Prime Minister Proposes Easing the Zero-Tax Rate Policy for Reinvested Profits

Prime Minister Vasile Tofan is proposing to revise the procedure for granting tax breaks on reinvested profits following an incident involving a small business in the village of Gidigich, Chisinau Municipality, which lost its right to a zero income tax rate on reinvested profits because it filed its tax return seven days late.

Tofan spoke about brothers Petru and Dorin Racu, who returned from Sweden and opened a business in Moldova in 2021. The company produces cold-pressed vegetable oils and subsequently expanded its operations by opening refrigeration and freezer facilities and launching an artisan bakery. The company’s products are also exported. The company filed its 2025 tax return one week late, after which the State Tax Service denied it the tax break for reinvested profits.

“It’s true that the entrepreneur made a mistake in this case, but I believe the measure is disproportionate. I think the tax service acted in accordance with existing procedures. Therefore, the problem isn’t with the tax service and certainly not with Mr. Raku and his brother. The problem lies in the procedures we have in place. This means we need to change this procedure,” said Vasile Tofan.

He noted that Finance Minister Victoria Belous and State Tax Service Head Olga Golban had already been informed of this situation.

“I believe that in such cases, we must act proportionately. If someone misses a deadline, that doesn’t mean they should be stripped of their tax break. If a fine needs to be imposed—fine, but I don’t think the tax break should be completely revoked. This will help a greater number of entrepreneurs,” added Vasile Tofan.

He thanked the Racu brothers for returning from Sweden and starting a business in the Republic of Moldova: “And I hope they won’t be put off by certain things that are still a bit rough around the edges here.”
