
The data are given by the National Bank in the annual report on the financial situation of insurance companies. During the reporting period, 212 cases of damage compensation related to the absence of an insurance policy were settled from the fund for the protection of victims of road accidents (18.9% – accidents involving vehicles used by legal entities and 81.1% – involving vehicles used by individuals).
During 2025, the Fund for the Protection of Road Traffic Victims recorded contributions in the amount of 11.4 million lei (1% of gross insurance premiums received under the internal insurance of civil liability of car owners), which is 4.9% less compared to the previous year, as a result of the decrease in gross insurance premiums received under MTPL (internal insurance of civil liability of car owners).
The Road Accident Victims Protection Fund was established to protect persons injured in accidents involving vehicles whose owners and/or users have not concluded compulsory industrial accident insurance contracts, or have fled the scene of the accident, or have not registered it for one reason or another, or have not purchased compulsory MTPL insurance (or it is invalid).
Road traffic accident with no insurance and no at-fault party, but with damage
In such cases, the right to compensation for damage, according to the law, goes to the category of optional and is made from the fund on the application of the victim for compensation for material or physical damage. The limits of compensation for damage caused by an unidentified or uninsured vehicle in Moldova are calculated according to the following scheme:
1. If the vehicle is unidentified (escaped):
Compensation is paid only for bodily injury or death.
– Up to €100,000 per victim for bodily injury or death.
– Up to €500,000 in aggregate per accident, regardless of the number of victims.
Material damage (car repairs) is not covered in case of unidentified culprit.
2. If the vehicle is not insured:
Compensation covers both physical and material damage.
Bodily injury/death: up to €100,000 per person / €500,000 per accident.
Material damage (property): up to 100,000 euros, regardless of the number of victims.
