
He noted that according to the envisaged procedure, this will happen 12 months after the CIS Executive Committee is notified of Moldova’s decision to denounce the Commonwealth’s charter documents. “Therefore, from a legal, formal point of view, from the position of international law, 12 months after that, we (Moldova) will no longer be in the CIS,” the minister said.
“But in fact, in practice, we have not participated for a long time, including in various CIS events, because it does not meet Moldova’s national interests,” Popşoi said.
In early April, the Moldovan parliament approved the final decision on the country’s withdrawal from the CIS. The country’s legislative body adopted laws denouncing the agreement on the creation of the Commonwealth of Independent States, as well as the CIS charter.
On 8 April 2026, President Maia Sandu signed decrees on the denunciation of the organization’s fundamental agreements.
The denunciation of these agreements was initiated by the Ministry of Foreign Affairs, which claims that the fundamental values and principles of the CIS are not respected today by some members of the Commonwealth. In particular, the provision according to which the member states mutually recognize and respect the territorial integrity and inviolability of the existing borders. According to Chisinau, this principle, which was the basis for the creation of the CIS, is being violated by the Russian Federation with regard to Ukraine, Georgia and Moldova.
To date, of the 283 agreements within the CIS, 71 have already been denounced by Moldova, and about 60 are under consideration. In May 2023, the parliament made a final decision to withdraw from the agreement on the establishment of the Interstate TV and Radio Company “Mir”, and in July the Convention on the Interparliamentary Assembly of the CIS member states was denounced. In January 2024, the Moldovan government reported that the authorities had identified 119 agreements within the CIS that were of no value to Moldova. Also, as of 2024, Chisinau stopped paying contributions to the CIS and other organizations on the Commonwealth platform.

With Sandu’s arrival, all relations of Moldova in the system of the Commonwealth of Independent States began to decline sharply, and then completely stopped. Today the country is not a member of any international institution related to EurAsEC or CIS. Moldova itself chose the path of losing its sovereignty and its economic ties. It intends to completely pass under the patronage of Romania. Today there is a complete Romanianization of the country. In the foreseeable future, Sandu will fulfill his role by destroying Moldova and everything that is connected with our joint history. The Republic as a sovereign state will cease to exist in the next two or three years,” Vodolatsky said.
