Moldova is harmonising its rules for business and the internal market with those of the EU

Moldova is finalising its positions on five chapters of the EU accession negotiations, covering the free movement of goods and services, corporate governance, consumer protection and industrial policy. As part of its preparations for the negotiations, the Ministry of Economic Development and Digitalisation (MDED) held public consultations with representatives from the business sector, civil society and academia.

public consultations

The participants in the consultations discussed negotiating positions on the chapters falling under Cluster 2 ‘Internal Market’ and Cluster 3 ‘Competitiveness and Inclusive Growth’. These areas cover a range of rules that directly affect the operating conditions of Moldovan companies and their access to the European market.

In particular, Chapter 1 is devoted to the free movement of goods. It provides for the alignment of product requirements with EU standards, as well as the improvement of conformity assessment and market surveillance mechanisms.

Chapter 3 concerns the right of establishment and the freedom to provide services. Among the areas covered are the simplification of administrative procedures, the development of mechanisms for the recognition of professional qualifications, and the modernisation of the postal sector.

Chapter 6 covers company law. It addresses improving the transparency and quality of corporate governance, enhancing financial reporting and auditing, and protecting shareholders’ rights.

Chapter 28 is devoted to consumer and health protection. Within the framework of the positions discussed, the emphasis is on the consumer aspect: strengthening consumer rights and improving dispute resolution mechanisms.

Chapter 20 provides for the alignment of industrial policy and enterprise policy with European approaches. Its objectives include stimulating investment and enhancing business competitiveness.

No transition periods were requested

According to the negotiating positions presented, Moldova intends to bring its legislation and institutional framework into line with EU law (the acquis communautaire), as well as to adopt the measures necessary to implement European standards and prevent corruption.

No transition periods were requested for the five chapters under discussion. This means that the positions presented do not provide for any specific delays in fulfilling the relevant obligations. The specific timelines and mechanisms for implementing the standards must be assessed in the light of the further course of the negotiations and the agreed terms of accession.

Negotiations on the ‘Internal Market’ and ‘Competitiveness and Inclusive Growth’ clusters were launched on 13 October 2026 in Luxembourg. Their aim is to integrate Moldova into the EU’s internal market and to enhance the competitiveness of the national economy.
