According to the CEC, the training aimed to enhance the professional skills of participants and promote consistent, transparent and fair judicial practice in accordance with international standards in the electoral sphere.

Participants analysed the case law of the European Court of Human Rights in the electoral sphere and regarding the protection of the rights of parties to legal proceedings, as well as the specific features of the application of national electoral legislation. Particular attention was paid to the practice of resolving electoral disputes during the 2024 presidential election and republican constitutional referendum, as well as the 2025 parliamentary election.

The session also examined the specific features of administrative proceedings, the limits of judicial review over measures prescribed by electoral bodies, the principle of proportionality of measures applied by electoral bodies, and the division of powers between the Central Electoral Commission, constituency electoral councils and the courts.

The event was held as part of the Council of Europe’s project ‘Improving Electoral Practices in the Republic of Moldova’.
