“The European Commission remains committed to plans to provide the first disbursements under this program during the second half of the year,” Kommersant quoted Mr. Uyvari as saying.

In late March, the head of eurodiplomacy, Kaja Kallas, reported on the lack of progress in agreeing on the financing and pointed to remaining obstacles. The loan to Ukraine was not approved at the EU summit on March 19 due to Hungary’s veto.

After the parliamentary election on 13 April, the leader of the Tisza party, Péter Magyar,18 said that Hungary would not participate in granting a loan to Ukraine due to the difficult economic situation, but would not hinder the process of receiving the money.

Earlier, the European Commission said that Kiev might receive the first money under the loan as early as in early April. According to the European Commission’s proposal, it was planned to provide Ukraine with €45bn by December 31, 2026, while the remaining part of the €90bn package was scheduled for 2027.
