Controlling authorities applied fines amounting to over 265 million lei in 2025

In 2025, there was a noticeable increase in the number of inspections by controlling bodies, during which violations were detected. The amount of sanctions applied reached almost 265.1 million lei

According to the Consolidated Annual Report on State Control for 2025, 16,251 inspections with identified non-compliances were recorded, an increase of 15% compared to 2024. The State Tax Service and the National Food Safety Agency accounted for the largest number of such inspections.

The authorities attribute such dynamics to the strengthening of control activities and the increased efficiency in detecting violations, as well as the need to strengthen prevention and counseling measures for economic agents and other entities subject to inspections.

The total amount of sanctions imposed by the control bodies in 2025 reached almost 265.1 million lei. The distribution of these amounts varies among agencies, reflecting the intensity of their activity. The State Tax Service has the largest share – almost 252 million lei.

The data also show a significant increase in the use of restrictive measures and remedial orders, instruments that are used in cases where the identified violations can be eliminated without imposing fines and without risk to the environment, health or public safety. In 2025, 18,057 such measures were applied, up 57% from a year earlier.

The authors of the report note that this trend indicates a more pronounced shift to a control model focused on prevention and correction of violations rather than solely on sanctioning.

It is worth noting that in 2025, a contract was signed to develop a new version of the information system “State Control Register” with the support of the World Bank under a project aimed at improving the competitiveness of small and medium-sized enterprises. The implementation of the platform is scheduled for 2026-2028, with an estimated cost of about 11.9 million lei.
