Authorities Have Decided on the Taxation of Packages

Moldova will introduce VAT and a 12-leu fee on international packages. This proposal has been included in the 2027 budget and tax policy draft, the outline of which was presented by Prime Minister Vasile Tofan during a press conference.

According to the prime minister, to eliminate unfair competition, packages ordered through foreign e-commerce platforms will be subject to VAT. The prime minister did not specify the rate, but it appears it will be the standard rate of 20%.

A fixed processing fee of 12 lei per shipment will be added to the value-added tax, and the authorities promise to collect these payments automatically to avoid unnecessary bureaucracy.

“We cannot support local commerce if we accept unequal tax competition from foreign companies. The stores that operate here create jobs, pay rent, taxes, and VAT. At the same time, many goods ordered from abroad are imported into the country without VAT. This is unfair competition,” Vasile Tofan explained the decision.

The 2027 Budget and Tax Policy Draft will be presented in a week. The document will then be submitted to the government and parliament. The prime minister also announced that, in parallel, the government will organize public consultations with all stakeholders.
