According to her, the rules for determining “primary residence” will change when applying the capital gains tax exemption upon its sale. It will be possible to prove that a home is the primary residence if the owner has been officially registered there for at least three years. Alternatively, the owner will need to confirm that this was the only home they owned during that period.
To standardize the tax system, the Ministry of Finance is revising the rules for capital gains taxation. When selling stocks or commercial real estate, it is proposed to tax the full capital gain at a rate of 12% (previously, only 50% of the gain was taxed).
At the same time, citizens will be allowed to include documented repair expenses in the taxable value.
The dividend tax for individuals is increasing from 6% to 8%. Cash donations from companies to individuals will be taxed at a rate of 12% instead of the current 6%.
The authorities propose to broaden the tax base by eliminating certain tax exemptions. Royalties earned by seniors (aged 60 and older) in the fields of science and the arts will be subject to a 12% tax. A tax will also be imposed on lottery winnings and sports betting winnings exceeding 100 lei, as well as on prizes in promotional campaigns valued at over 1,000 lei.
