The appeal was issued following the discovery, during inspections on roads and at state border crossing points, of a number of violations and instances of non-compliance with national and international regulations and standards in this area.
In this context, ANTA reiterates that road transport operators are required to determine the route for the transport of dangerous goods in advance, complying with traffic signs, requirements, and restrictions established by local authorities, the road administration, and/or the General Police Directorate. The document describing the route is prepared by the operator in any format and must also be kept on board the vehicle traveling along that route.
Among the most common violations identified by ANTA inspectors are the absence of or failure to comply with requirements for updating ADR instructions, inadequate or incomplete provision of personal and general protective equipment, as well as the use of tachographs with expired metrological verification certificates.
Since the heat significantly increases the risks associated with the handling and transport of hazardous substances, posing a threat to the lives and health of road users and the environment, ANTA once again emphasizes the need to conduct all transport operations in strict compliance with applicable laws, with a particular focus on road safety.
ANTA reminds carriers that they are required to comply with the provisions of the Road Transport Code No. 150/2014 and the Regulations on the Road Transport of Dangerous Goods, approved by Government Decree No. 150/2014. 589/2017, as well as the rules established by the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), concluded in Geneva on September 30, 1957, to which the Republic of Moldova acceded by Parliamentary Decision No. 44-XIV of June 4, 1998.
