CIS agreement exit may affect Moldova–Turkmenistan relations

Breaking ties with CIS affects relations with Turkmenistan – opinion

The denunciation of interstate agreements within the CIS affects Moldova's bilateral relations with Turkmenistan, says MP Petru Burduja (PSRM), member of the commission for economy, budget and finance. The statement was made during a meeting that examined the draft of denunciation of the next agreement with the CIS presented by the government.

The MP said that in talks with the Turkmen ambassador in Chisinau, he expressed concern about the impact of these decisions on the bilateral cooperation within the CIS mechanisms.

“Even if these agreements are common for all CIS states, they affect to a certain extent the bilateral relations between Moldova and Turkmenistan, as this country is less involved in other international agreements and often uses mechanisms existing within the CIS framework in its interstate relations with Moldova. Moreover, Moldova imported $4.6 million worth of goods from this country in 2025, of which about 70%, i.e. $3.6 million, are mineral fertilizers, which are currently in short supply, including at the regional level, in Europe and not only. Why are we denouncing these agreements to the detriment of Moldova?”, Petru Burduja said.

“No money – no honey”

The allegations were made during the presentation by the Culture Ministry of the draft denunciation of another agreement with the CIS – the Treaty on the Creation of the Interstate Fund for Humanitarian Cooperation of the Commonwealth of Independent States Member States

According to the ministry, Moldova is focusing its efforts on other partnerships, including in the process of joining the European Union, “where cooperation in such fields as culture, tourism, youth, sports and science is more relevant and beneficial.

Corneliu Cirimpei, State Secretary of the Ministry of Culture: “The Republic of Moldova is a member of the European Union’s Horizon Europe framework program for research and innovation, the Creative Europe program, as well as the Council of Europe’s extended partial agreement on cultural routes. These instruments offer broader and more consistent support compared to the CIS agreement”.

The draft submitted by the Ministry states that the main argument in favor of denouncing the agreement is “the inefficiency of applying its provisions for the benefit of the Republic of Moldova, especially taking into account the fact that the Republic of Moldova has not received assistance from the Fund for the last 3 years”.
