This is provided for in the draft amendments to the methodology for the voluntary amalgamation of administrative-territorial units. According to the document, the Voluntary Amalgamation Fund will be jointly managed by the State Chancellery, the Ministry of Infrastructure and Regional Development, and the Ministry of Finance.
Proposals for infrastructure funding will be submitted to regional development agencies. These agencies will carry out administrative and technical-financial assessments of the projects. The list of projects will then be reviewed by a co-ordinating committee and finally approved by the Minister for Infrastructure and Regional Development. Funds may be allocated to the construction and repair of roads and bridges, water supply and sewerage systems, street lighting, social infrastructure, waste management and the improvement of public spaces.
Two options are envisaged for implementing the projects: they may be carried out independently by the amalgamated local authority or by a regional development agency. Recipients of the funds will be required to report on how the funds are used and to ensure the sustainability of the investment outcomes for at least five years.
The authorities plan to approve projects for amalgamated settlements by the end of 2026 and to begin their implementation in early 2027. The draft must be approved by the government.
