
The Government intends to review and approve the National Mechanism for Uniform and Coordinated Management of the Situation in the Event of a Significant Inflow of Foreign Nationals. The initiative is based on the experience gained since 2022, when Moldova faced a large-scale influx of displaced persons from the conflict zone, which created a significant burden on state institutions and revealed the need for better inter-institutional coordination.
“The persisting risk of a massive influx of foreign citizens to the territory of the Republic of Moldova due to events of political, social, economic or military nature makes it necessary to increase the responsiveness of institutions and authorities involved in the integrated management of such an influx, as well as to ensure and protect public interests,” the explanatory note to the draft decision says.
The new mechanism provides for a phased system of response depending on the level of risk, as well as a clearer distribution of powers between the institutions involved. It is planned to introduce a three-level management system – strategic, operational and tactical levels.
The document also introduces sectoral response plans and clear procedures for actions at the stages of prevention, preparation, response and recovery from crises.
Special attention is paid to respect for human rights, including access to protection measures and humanitarian support for displaced persons and temporary protection recipients.
