Parliament passed a bill amending the Natural Gas Act (on enhancing the security of gas supply) in its second reading.
As Logos Press previously reported, reserves must amount to at least 15% of the average annual natural gas consumption by end users in Transnistria. The calculation will be based on data from the past five years. However, the volume of gas used to generate electricity supplied outside the region will not be included in the consumption figure.
Reserves must be built up in stages by November 1 in accordance with the schedule approved by the National Energy Regulatory Agency (NARE).
The bill also establishes the procedure for using the accumulated reserves during the period from November 1 to March 31. Exceeding the established monthly limits will be permitted only in justified cases and with the consent of the competent authorities.
In addition, Parliament approved an amendment proposed by MP Dorian Istrati. It stipulates that if several gas distribution network operators are owned by the same founder, their administrative expenses may be included in the tariff only once, rather than separately for each operator. This will prevent the same costs from being double-counted in consumer tariffs.
The changes will take effect after publication in the “Official Monitor” and will enable the necessary gas reserves to be built up in a timely manner ahead of the 2026–2027 heating season.
