Moldova’s Parliament Restores ONVV Control Over Wine Industry Funds

Parliament Corrected the Error Regarding Winemakers’ Funds

Parliament repealed its own legislative amendments, adopted just a few months ago, which had transferred management of the Grape and Wine Fund’s treasury account from the National Office for Grapes and Wine (ONVV) to the Ministry of Agriculture and Food Industry.

Under the new bill, the previous mechanism will be reinstated: mandatory contributions from wine industry producers and funds from the state budget will be transferred directly to the ONVV’s treasury account, and the ONVV will be responsible for managing the funds earmarked for the sector’s development.

Deputy Iurie Levinschi called the situation a legislative error that should have been corrected much earlier.

“The mistake was made in March and should have been corrected at that time. Members of the National Grape and Wine Bureau must be able to fulfill their obligations to the fund, and the accumulated funds must be transferred to the fund’s account. Currently, there is virtually nothing in the account, yet there are numerous initiatives that require financial resources to be implemented,” stated MP Iurie Levinschi.

Serghei Ivanov, chairman of the parliamentary committee on agriculture and the food industry, criticized the ministry’s actions, stating that such decisions should not go unpunished.

“The ministry should not be playing with fire. This should serve as a warning that this is unacceptable. Someone must be held accountable,” said Serghei Ivanov.

Deputy Liliana Iaconi criticized the approach to drafting certain legislative initiatives, noting that hasty decisions can paralyze the work of government agencies.

“Haste makes waste. It’s possible that other bills we’re considering contain similar errors that could paralyze the operations of certain agencies,” said the lawmaker.

The initial amendments were adopted following recommendations from the Court of Auditors, which had pointed out problems in the existing mechanism for managing the fund’s resources. The new bill, passed in two readings at once, provides for a return to the previous model, under which the Grape and Wine Fund will be directly administered by the National Bureau of Grapes and Wine.
