A mandatory 15% gas reserve has been introduced for the left bank of the Dniester

The mandatory natural gas reserve level that MoldovaGas JSC must establish and maintain for the left bank of the Dniester has been set at 15% of the region’s average annual natural gas consumption by end users. The calculation is based on consumption data from the past five years.

This provision is set forth in a decision adopted today by the government to strengthen the security of gas supplies on both banks of the Dniester and enhance energy resilience.

In this regard, the Cabinet of Ministers approved amendments to the Law on Natural Gas. When calculating this volume, only gas intended for the domestic needs of Transnistrian consumers will be taken into account; volumes used to generate electricity supplied outside the region will not be included.

At the same time, the legislative changes will allow the obligation to store gas for the Transnistrian region to be delegated to traders or licensed gas suppliers from the Republic of Moldova, EU member states, or other Energy Community member states.

As a reminder, the National Energy Regulatory Agency has extended the mandate of JSC “Moldovagaz” as the organization responsible for natural gas supplies to the Transnistrian region until December 31, 2026, to ensure uninterrupted supplies and strengthen the region’s energy security.

The government also approved today an increase in strategic gas reserves for the right bank of the Republic of Moldova. The minimum mandatory volume will increase by nearly 6.5 million m³—from 50 million m³ to 56.3 million m³ for the 2026–2027 heating season.

The increase is driven by higher actual consumption levels recorded during the winter of 2025–2026. By law, strategic reserves must be equivalent to at least 10 days’ worth of gas consumption, with one day’s consumption calculated based on the average daily figure for the previous calendar winter period. The new volume must be established by EnergoCom JSC by October 1, 2026.

Strategic reserves differ from commercial reserves and may be used only in exceptional situations by decision of the competent authorities. During the 2025–2026 heating season, commercial reserves were used to cover consumption peaks, so it was not necessary to utilize strategic reserves.
