According to the Ministry of Foreign Affairs, documents that previously required consular legalization can now be used in both countries after an apostille has been affixed by the competent authority of the issuing state. In Moldova, this is the Ministry of Justice.
The Ministry of Foreign Affairs clarified that the simplified procedure for recognizing official documents under the Hague Convention of October 5, 1961, Abolishing the Requirement of Consular Legalization for Foreign Public Documents (the Apostille Convention), took effect between Moldova and Germany on July 17, 2026.
This became possible after Germany withdrew the reservation it had made in 2007 when Moldova acceded to the convention. The decision was made following an appeal by Foreign Minister Mihai Popșoi to his German counterpart, Johann David Wadephul, during a meeting on May 18–19, 2026.
Thus, a unified simplified procedure for the recognition of official Moldovan documents is now in effect in relations with all 130 states parties to the convention.
