At least half of this quota must consist of new works created within the last five years.
The measure is part of a project aimed at bringing the Republic of Moldova’s audiovisual legislation into line with European standards and implementing the provisions of the Audiovisual Media Services Directive. The bill was drafted by MPs Liliana Nicolaescu-Onofrei, Marcela Adam, and Virgiliu Pyslaruc.
The bill also provides for an increase in the quota for musical works by Moldovan composers and performers from 10% to 20%.
At the same time, the draft introduces a separate quota for independent works created in the Republic of Moldova. Television channels will be required to allocate at least 5% of their weekly airtime to audiovisual works created by the country’s independent producers.
Between 6:00 a.m. and midnight, television channels must broadcast programs in Romanian or with Romanian dubbing accounting for at least 50% of their content.
In addition, for media service providers, the minimum share of television services in Romanian—or with subtitles or dubbing in Romanian—within the distributed packages will increase from 50% to 60%. At the same time, television services in other languages may not account for more than 30% of the total volume of the package for each individual language.
The new requirements may directly impact television channels’ programming schedules and the audiovisual production market, encouraging broadcasters to include more European content and collaborate with independent producers.
