The Cabinet of Ministers approved a schedule for the implementation of VAT and excise taxes in Transnistria

Today, the Cabinet of Ministers approved a resolution introducing VAT and excise taxes on certain categories of goods imported into Moldova by business entities from Transnistria.

This is the first step toward the country’s gradual reintegration and the unification of its economic, customs, and tax systems. The implementation of VAT and excise taxes will be carried out gradually. The first phase will cover several categories of goods.

Starting September 1, 2026, goods and luxury items will be subject to taxation, including alcohol, tobacco products, caviar, perfumes, precious metals and stones, jewelry, pearls, fur products, and vehicles, etc.

After January 1, 2027, the list will be expanded to include petroleum products, base metals, minerals and their concentrates, kaolin, and other types of clay, etc. And starting April 1, 2027, natural gas and electricity will be added to the list.

To facilitate understanding of the mechanism for implementing the new provisions, informational sessions were organized for business entities in the region. This issue was also discussed during a meeting of the economic working groups on August 19, with the participation of experts from both banks of the Dniester.

The process of expanding the scope of the tax provisions will continue gradually, with the goal of unifying Moldova’s tax system by January 1, 2030.
