The provision of government procurement services will be limited to a specific list

To ensure the quality of procurement services, starting January 1, 2027, such services will be provided only by firms included in the relevant list of suppliers. The list will be maintained by the Agency for Public Services (APS). The requirements for inclusion on the list will be approved in the relevant regulation.

The purpose of the draft resolution developed by the Ministry of Finance is – to ensure the effective use of public funds, reduce the risk of procedural errors, and improve the efficiency of procurement, as well as to create a unified platform that encourages market entry by operators offering the best value for money in the services they provide.

According to the draft, suppliers’ activities involve providing assistance and support to procuring entities/organizations by supplying technical infrastructure, consulting on the initiation and conduct of government/sectoral procurement procedures, and initiating and conducting procedures on behalf of and in the interests of the procuring entities. Services may be provided in one or more of these forms.

The conditions for inclusion on this list will include requirements for staff qualifications (including certification), the procedure for forming a working group, and its powers and responsibilities, without prejudice to the responsibilities assigned to the procuring entity. It will also cover the procedure for reviewing applications for inclusion on the list, maintaining records, suspending a supplier’s eligibility, or removing a supplier from the list, etc.
