The working meeting was attended by representatives of MIDR, the Ministry of Energy, the National Energy Regulatory Agency (ANRE), the General Inspectorate for Emergency Situations, the National Inspectorate for Technical Supervision, and gas distribution network operators.
According to MIDR State Secretary Veaceslav Șipitca, one of the main priorities remains improving industrial safety and preventing accidents related to the operation of gas facilities. To achieve this, it is necessary to address existing gaps in the regulatory framework and improve the effectiveness of government oversight.
Safety is a key aspect
Meeting participants discussed issues related to the maintenance of gas equipment, compliance with requirements for its periodic inspection, and mechanisms for monitoring compliance with these requirements.
Special attention was given to the use of liquefied gas cylinders without technical inspection or documentation of origin. According to the meeting participants, the lack of a system for tracking and tracing such cylinders requires stricter oversight of their refilling and operation.
In addition, amendments to Law No. 151/2022 on the safe operation of potentially hazardous industrial facilities and to the government decree regulating safety requirements for the operation of natural gas distribution systems were discussed.
The proposed amendments provide for updating safety requirements, clarifying the responsibilities of operators and consumers, and developing the State Register of Potentially Hazardous Industrial Facilities and Technical Installations.
Following the meeting, the participants agreed to submit proposals to the Ministry of Industry and Trade (MIDR) for improving the regulatory framework and to continue working together to enhance the safety of gas distribution systems.
