However, the Memorandum is a memorandum of understanding and does not create any obligations to build a power plant.
The document identifies the state-owned trader Energocom as a potential purchaser of the electricity generated. The parties plan to develop a business model, including a potential power purchase agreement (PPA).
Partners from the United States are responsible for preparing the project
As part of the collaboration, SBCC has been designated as the party that will coordinate the development of the project’s business model, assess its financial feasibility, and secure potential financing.
Wheeler Machinery Co. is to provide gas-fired power generation technology and technical documentation, as well as assist with equipment integration, commissioning, and staff training.
The Ministry of Energy, in turn, will assist with obtaining permits, site selection, connection to the energy infrastructure, and coordination with relevant government agencies.
In its announcement regarding the publication of the Memorandum, the Ministry of Energy emphasizes that the development of new domestic generation capacity remains a key priority of Moldova’s energy policy, as the country has traditionally relied on external sources of electricity.
Gas-fired generation can be viewed as one of the tools for increasing the flexibility of the power system—especially during periods of increased demand or constraints in external markets.
However, the final parameters of the project—including cost, funding source, construction site, and implementation timeline—must be determined after the planning phase is completed.
