This is stated in the ACE Benchmarking 2025 report published by EUROCONTROL.

Estimates from air navigation service provider MOLDATSA indicate an average annual growth rate of 11.2% for the period 2023–2028, which is the highest projected rate among the 38 European operators analyzed.

In the European ranking of air traffic growth, Moldova is followed by Albania (operator Albcontrol) with projected growth of 8.1% per year, and the Czech Republic, where ANS CR forecasts growth of 6.2%.

Traffic Growth, More Effective Cost Reduction

At the same time, MOLDATSA estimates that the growth rate of air navigation service costs will be significantly lower, at approximately 3.7% per year. This difference between traffic revenue growth and cost trends will lead to an average reduction in unit costs of 6.8% per year, which is the second-best result in Europe after Sweden.

According to EUROCONTROL, this trend is due to the fact that air traffic is expected to grow much faster than the operating costs of the air navigation system. However, the intergovernmental, civil-military organization responsible for ensuring the safety and coordination of air traffic control across Europe has refrained from commenting on whether such a disparity could lead to a decline in air traffic safety.

A challenging regional context, followed by recovery

This forecast comes after a challenging period for the aviation sector in the Republic of Moldova, which has been affected by the consequences of the war in Ukraine. EUROCONTROL emphasizes that changes in flight routes and regional instability have had a significant impact on traffic volumes and the operational efficiency of air navigation service providers, including MOLDATSA.

In this context, projections for the coming years point to a possible strong recovery, supported by the resumption of flights and the adaptation of regional air networks.

European Outlook

The ACE Benchmarking 2025 report analyzes the performance of 38 European air navigation service providers and presents a comparative overview of traffic growth and operational efficiency.

For the Republic of Moldova, the data indicate not only accelerated growth in traffic volumes but also a significant improvement in economic efficiency, which could strengthen the country’s position within the European aviation network in the coming years.
