Maia Sandu on Reform: Those Who Fail to Keep Up Will Lose State Support

President Maia Sandu reminds that municipalities that do not complete the voluntary merger process by September 1 will be subject to the mandatory merger procedure and will not be able to access the additional resources allocated by the government for this reform.

At a press conference, the head of state noted that local governments and residents of communities that have already begun the merger process still have until the end of August to complete the procedures.

“All localities that have begun the merger process have until the end of August to complete them. I want to urge local authorities and citizens to take advantage of this opportunity, as voluntary amalgamation is accompanied by significant state resources for implementing projects at the local level and improving people’s living conditions,” said Maia Sandu.

According to the president, the reform of local public administration will continue regardless of the option chosen by the communities; however, localities that undergo mandatory consolidation will not receive the same financial benefits.

“Settlements that do not complete the voluntary merger process by September 1 will be transferred to the mandatory merger program. The reform will still be carried out, but these settlements will not benefit from additional resources,” the head of state emphasized.

The process of voluntary municipal amalgamation in the Republic of Moldova will be temporarily suspended from September 1, 2026, until the date of the first round of the 2027 general local elections. The relevant amendment, proposed by MP Ersilia Qatrawi and adopted by Parliament on July 28, stipulates that no new voluntary merger processes may be initiated during this period.

At the same time, municipalities that decide to begin the merger process on or before August 30, 2026, will be able to continue the procedure until its completion in accordance with Law No. 225/2023.
