French experts will help develop feasibility studies for the Herz and Kligman estates

Experts from the French Ministry of Culture’s Office for Cultural Heritage and Real Estate (OPPIC) will make a technical visit to the urban estates of V. Herza and M. Kligman in Chisinau. The purpose of the visit is to assist in developing a preliminary feasibility study that will identify the conservation and restoration needs of these two architectural monuments.

The issue was discussed at a meeting between Minister of Culture Christian Jardin and a joint delegation from OPPIC and Expertise France (the French National Agency for International Technical Cooperation). Representatives of the European Union Delegation to Moldova and the French Development Agency also took part in the discussion.

During the meeting, the parties reviewed Moldova’s priorities in the field of protecting, preserving, and promoting cultural heritage. They also discussed the preparation of the relevant component of the THRIVE program, which is funded by the EU and implemented by Expertise France. The program aims to modernize regions and restore their cultural heritage.

The participants also discussed the need to strengthen institutional capacity in the field of heritage, including through training and professional development programs for specialists, the exchange of best practices, and the provision of technical assistance. In addition, they explored opportunities to identify other sites that could receive support for conservation and restoration work.

Culture Minister Christian Jardin reported that the ministry is currently working on a new law on the protection of monuments, which will provide clearer tools for safeguarding architectural heritage and is expected to be finalized this fall.

The visit by French experts to the Republic of Moldova is aimed at assessing the diversity of the country’s cultural heritage and analyzing key challenges in this area. The itinerary includes visits to the country’s iconic sites, including architectural monuments, archaeological sites, religious sites, examples of folk architecture, and sites of Jewish cultural heritage.

It should be recalled that last August, during his visit to Moldova, French President Emmanuel Macron announced that the Herza and Kligman estates would be restored as part of a joint initiative to preserve cultural heritage. This announcement was preceded by the signing of a Memorandum of Understanding between the Moldovan Ministry of Culture and the French Embassy, which laid the legal foundation for the restoration of both architectural monuments.
