The organization’s main humanitarian donors were the United States, Switzerland, Japan, the Czech Republic, the United Kingdom, and Norway.
The evaluation notes that the rapid capacity surge mechanism provided by the Humanitarian Response Division (HRD) and the UNFPA Regional Office for Eastern Europe and Central Asia (EECARO), made it possible to quickly reinforce the team. The surge staff arrived in Moldova within a week of the start of the refugee crisis.
At the same time, UNFPA faced challenges with procurement and logistics. Procedures were time-consuming, and the organization’s global systems did not always meet Moldova’s needs. According to the country office, in 2022, delivery times for some items ranged from 7 to 8 months.
Establishing its own warehouse helped mitigate the impact of these challenges, including those related to storage, inventory control, and long delivery times. However, some items on the global procurement list and in the IARH interagency kits did not meet Moldova’s needs.
According to UNHCR estimates, by February 2023, more than 100,000 refugees had arrived in Moldova, accounting for about 4% of the country’s population.
