In addition, 20% of the confiscated funds will be allocated directly to finance social projects, and another 10% will go to institutions involved in the recovery of criminally obtained assets.
These measures are outlined in a draft government resolution, which is proposed for approval at the meeting on August 5.
The document provides for the creation of a mechanism whereby the Agency for the Recovery of Criminal Assets (ARBI) will publish a list of property available for transfer, and government agencies and organizations that meet the criteria will be able to submit applications to use it for public purposes. Applications will be reviewed by a special commission, taking into account the social significance of the projects and the applicants’ ability to effectively manage the property received.
As for confiscated funds, ARBI will hold project competitions to finance social initiatives. Recipients will be able to use the funds only for approved purposes. The use of the funds to pay salaries, bonuses, or other financial payments to employees is not permitted. Project implementation will be subject to oversight, and funds used in violation of the established conditions must be returned.
The document also stipulates that agencies involved in the identification, seizure, confiscation, and return of criminal assets will annually receive a portion of the confiscated funds proportional to the results achieved. These resources may be used exclusively to strengthen institutional capacity, including the purchase of equipment, the development of information systems, and staff training.

The government has approved a mechanism that will allow confiscated property and funds obtained through criminal activity to be directed toward social projects and publicly significant goals—for the needs of society and state institutions.
“A confiscated car can be used by a school, and the home of a person convicted of corruption can be converted into a rehabilitation center. Thus, property confiscated by the state is returned to the benefit of the people,” stated State Secretary of the Ministry of Justice Lilian Apostol.
