Borogani residents oppose merger and seek to keep local mayor’s office

Borogan residents ask for the preservation of their mayor’s office

About 200 residents of Boroganj village, Leova district, participated in a meeting on the administrative-territorial reform and unification process. Following the discussions, the participants voted against unification. They will send an official appeal to the State Chancellery.

During the discussion, residents emphasized that Borogan is the largest village in Leova district. According to the census data, its population is 2,684 people. And if we take into account those working abroad, the real number will be about 3,900 people.

Geographical mishap

Geographically, the village is located on the border with Gagauzia and borders with its three administrative-territorial units. It is proposed to merge Borogan with the village of Iargara.

Despite the fact that Iargara is smaller in population, two neighboring villages have already started the process of unification with Iargara village. This causes discontent of Borogan residents.

They feel that such a prospect is disadvantageous for them. If their village is not defined by an administrative center, it will lose its identity.

The dissatisfaction is aggravated by the lack of a convenient access road to Iargara village: the 10-km distance between the two settlements is often impassable, which will significantly complicate administrative communication and access to services.

Digital services are not accessible toall

In addition, digital services are not available to all citizens of Boroganj.

“Many of them are already of age and will not be able to apply online,” says village mayor Elena Savitchi. – We believe that it is not yet time for a sudden and radical transition exclusively to online provision of public services. A transitional period is necessary, which will allow for gradual adaptation and will not deprive people of access to them”.

The residents of Boroganj are not against unification, but they ask that it be carried out taking into account the peculiarities of settlements.

“We think it is unfair that all communities are forced to unite according to the same rules,” the mayor continues. – Situations are different everywhere. They require individual analysis and approach”.

100% local services

Elena Savitchi emphasizes that Boroganj Mayor’s Office develops local services by its own efforts. The village is 100% provided with central water supply, as well as gas. It has completely renewed street lighting, organized garbage collection and even separate waste collection, etc.

These achievements demonstrate the community’s capacity for self-management and development. Therefore, citizens demand that all these aspects be taken into account in the reform process.

Primar emphasized that it is not only the size of the population that contributes to the development of a community. “It is important to take into account the services organized in the territory,” she said. – We have long suggested that the criteria for distributing finances to local budgets should be reviewed and that there should be real decentralization, which will bring savings and direct benefits to communities. So that taxes on income from the salaries of individuals, for example, would be distributed according to their place of residence. This will provide villages with the necessary resources for development.
