Moldova may extend deadline for subsoil use documents to 180 days

The deadline for submitting documents for subsoil use will be doubled

The period during which companies must submit the required documents after a decision is made to grant a subsoil use permit will be extended from 90 to 180 days.

This change is provided for in a draft law developed as part of the effort to bring Moldovan legislation into line with EU standards and the Subsurface Code adopted in 2024.

The draft’s authors note that the current 90-day period may not be sufficient to obtain all necessary documents. Specifically, this refers to documents regarding changes in land use and confirmation of a financial guarantee for environmental restoration.

In addition, the draft bill provides for the creation of an inventory of decommissioned waste management facilities in the extractive industry. The government plans to systematize information on such facilities and strengthen their monitoring to reduce the risks of soil, water, and air pollution.

It is also proposed to update technical requirements in line with scientific and technological progress and to establish an exchange of information with the EU.

The bill is on the agenda for the parliamentary plenary session scheduled for August 24.
