A Moldovan company is suspected of illegally exporting dual-use goods to Russia

The Information and Security Service (SIS) and the Prosecutor’s Office for Combating Organized Crime and Special Cases (PCCOCS) announced that they had uncovered a scheme in which a Moldovan company allegedly exported dual-use goods to Russia to organizations subject to international sanctions.

According to the investigation, since 2022, the company has allegedly exported control and measurement systems for electrical signals from various sensors installed on the propulsion systems of training (YAK-130) and combat (SU-27) aircraft.

To conceal the true purpose of the goods, the equipment was reportedly declared to customs as “waste processing devices,” and the ultimate recipient was allegedly concealed through a company registered in Russia. The value of the exports under investigation is estimated at more than 21 million lei.

According to law enforcement officials, the company in question is Comelpro SRL, which allegedly manufactured and exported electronic systems used to test Russian military aircraft engines for several years.

These are highly sophisticated and expensive devices. The cost of a single “unit”—about the size of two fists—could reach 350,000 euros.

According to law enforcement officials, after international sanctions were imposed, the company did not stop shipments but instead changed the names of its products in export documents to conceal their true purpose.

The electronic components used to manufacture the systems were imported into Moldova, assembled at a facility in Chisinau, and then shipped to Russia via a subsidiary. Investigators suspect ongoing technical cooperation between the Moldovan company and the Russian military-industrial sector, including the exchange of technical documentation, software updates, and equipment repairs.

On June 24, SIS officers and PCCOCS prosecutors conducted six searches, seizing control and measurement system components, computer equipment, cell phones, technical documentation, and contracts relevant to the criminal investigation.

The seized items and documents will undergo forensic examination as part of the ongoing criminal investigation.

Comelpro SRL, founded by specialists from the Soviet military-industrial complex, has been a supplier of high-tech components to the Sukhoi Aviation Holding Company for more than 20 years. The company has 10 employees. In 2024, sales totaled 2.79 million lei, and losses amounted to 397,000 lei.
