Moldova to change rules for notifying trade activities

The fee for filing a notice of commencement of trading activities will increase

After submitting a notification of commercial activities, a business entity will be able to begin operating without first receiving a response from the local authority. The amendment will be incorporated into the Domestic Trade Act.

The Ministry of Economic Development and Digitalization has finalized a roadmap for implementing Law No. 282/2024 on the freedom of establishment of service providers and the freedom to provide services. Although the law will take effect on the date Moldova’s Accession Treaty to the European Union enters into force, the roadmap calls for preparing changes in the sector as early as 2026–2027. Changes affecting domestic trade will be incorporated into the Law on Domestic Trade.

The authors of the roadmap emphasize that the notification procedure should not be transformed into a licensing procedure. In addition, it is planned to facilitate the submission of notifications through the Single Electronic Window.

As a reminder, currently, in order to conduct commercial activities, a business must notify the local authority and, in some cases, obtain the appropriate permit.

The fee for submitting a notification regarding the commencement or modification of commercial activities will also change. Currently, the fee is 100 lei. The roadmap provides for amending this provision so that the fee amount corresponds to the actual costs of conducting the administrative procedure.
