The Speaker of Parliament Outlined the Government’s Position on the “VAT Issue”

Starting in 2027, farmers will be able to take advantage of the “zero VAT rate,” said Parliament Speaker Igor Grosu. According to him, the main problem lies not in the VAT rate itself, but in the accumulation of VAT in the accounts of economic entities and delays in its payment.

“The total accumulated VAT debt to date amounts to 11 billion lei (for the economy as a whole, approx. LP), of which 2 billion lei is attributable to agriculture. If we don’t stop this accumulation, it won’t matter whether we operate with rates of 8%, 0%, or 20%—it won’t help us. We must stop the accumulation process. We must stop it, pay off the debts, and—take note—reimburse VAT on a monthly basis. That is the goal… Just a little patience… The solution is even better than what they asked for,” Agroexpert quotes the Speaker of Parliament as saying.

The official spokesperson clarified that the decision was reached following discussions with farmers’ representatives and assured that “the authorities will keep their promises.”

Earlier, Logos Press reported that the administration of the “Forța Fermierilor” Association of Grain and Oilseed Producers was concerned about the lack of a clear, official position from the authorities regarding the “VAT issue.” The statement by the Speaker of Parliament can likely be considered a position.

However, this is not the position farmers would like to see. Alexander Slusar, head of “Forța Fermierilor,” considers the “reverse taxation—zero VAT” option to be a strange complication of the promised simplification of the VAT system expected from the tax reform.
