
Currently, more than 78% of services intended for the business community have been digitized, which means that 425 government services are available online.
“Digital transformation increases efficiency and reduces the labor costs for entrepreneurs. Savings of over 622 million lei and millions of hours saved, projected for 2025 for the business community, show that digitization is achieving its goal: namely, that every interaction between an entrepreneur and the government can be carried out quickly, securely, and in compliance with the ‘once-only’ legal principle,” said Nicoleta Colomeets, director of the e-Government Agency (AGE).
The digitization of business services has also accelerated thanks to the modernization of the State Register of Legal Entities (RSUD) and its information system, developed through the joint efforts of the Agency for Public Services (ASP) and the Agency for e-Government (AGE).
The RSUD is the primary state information resource designed to keep records of all legal entities registered in the Republic of Moldova, in accordance with the provisions of Law No. 220/2007 on the state registration of legal entities and individual entrepreneurs. The registry provides access to 15 digital services tailored to the business environment and covering the entire lifecycle of a legal entity: name verification and reservation, registration of commercial and non-commercial organizations, sole proprietors, peasant farms, and freelancers, requesting extracts from the registry, data modification, registration of branches, declaration of beneficial owners, suspension and resumption of operations, termination of freelancers’ activities, initiation of liquidation proceedings, and removal from the registry.
The Most Popular Services for Businesses
The use of digital services by businesses is constantly growing. In 2025, more than 83,000 permits were issued, and since the beginning of 2026, more than 35,000 have already been issued. On average, the system processes about 7,000 permits per month, which confirms the business community’s trust in the digital solutions offered by the government. In total, 131 types of permits are issued by various government agencies, among which the most in-demand are:
– Phytosanitary certificate for export or re-export;
– Trade notification;
– Sanitary and veterinary certificate for vehicles;
– Notification for cosmetic products;
– Permit for the import of registered medicinal products, medicinal raw materials, materials, products, and primary and secondary packaging used in the preparation and manufacture of medicinal products.
Acts of Tacit Approval
In the Republic of Moldova, entrepreneurs automatically receive tacit approval for 44 authorizations if the issuing authority exceeds the statutory deadline for reviewing an application, as provided for in Article 62 of Law No. 160/2011.
Thus, an entrepreneur automatically receives a Certificate of Tacit Approval without having to submit applications or send documents by mail, and without having to wait for the authority’s decision in the event of administrative delays. The automation of tacit approval is a proactive digital solution that provides official confirmation of the right to conduct business without delays or red tape. This new functionality transforms a legal right into a digital tool that is available free of charge around the clock. Permits cover areas such as food safety, transportation, sanitary and veterinary services, security, trade, and other regulated activities. This progress is the result of ongoing digitization efforts carried out by the e-Government Agency in collaboration with the institutions responsible for providing public services to entrepreneurs.
In 2025, the use of digital public services provided by the government to the business community resulted in savings of approximately 622.6 million lei and reduced the time spent by entrepreneurs and companies by approximately 6.8 million hours.
Starting and Running a Business
Through EVO, in the “Public Services/For Your Business” module, services are available for both starting a business and conducting business activities.
In the “Starting a Business” section, users can find services such as: state registration of a sole proprietor, a commercial organization, a peasant household, registration of freelance activities, etc. All legal entities can be registered online with an electronic signature via EVO, the app, or the evo.gov.md portal.
The same category also includes services for registering nonprofit organizations, including: public associations, foundations, private institutions, government agencies, labor unions, employers’ associations, local action groups, agricultural chambers, intermediary organizations, religious organizations, political parties, and other forms provided for by law.
For entrepreneurs already engaged in economic activity, EVO provides access to information about services in the “Business Management” category, which brings together the services necessary for the day-to-day management of a business, obtaining permits, licenses, certificates, and other interactions with government agencies.
EVO supports entrepreneurs throughout the entire business lifecycle, not just at the time of its establishment. The platform also provides digital services for managing changes in a company’s operations, including suspension of operations, liquidation of a legal entity, and its removal from government registries—all of which can be requested online using an electronic signature.
In addition to providing access to services, the evo.gov.md portal also offers comprehensive information about each government service provider in the “Service Providers,” as well as other useful information about service terms, required documents, application methods, and mechanisms through which users can report difficulties encountered while accessing services.
What to Expect from EVO 2.0
The digital experience for entrepreneurs is further enhanced with the launch of EVO 2.0, the new version of the government app. It features a modernized interface and a more intuitive layout, making it easier to quickly access documents, information, and government services.
In the “Contul tău” section of the app, users can manage their profile as an individual or legal entity, set up a primary bank account, add payment cards, check their personal data access history, and report any issues.
The new version provides access to digital documents, information available in government registries, files generated through the use of government services, electronic payments to the government, government services for individuals and legal entities, online appointment scheduling, and electronic authorizations based on digital signatures.
Entrepreneurs who have not yet updated the app are encouraged to install the latest version, available on the App Store and Google Play, to take advantage of all the new features and improved user experience offered by EVO 2.0.
For companies wishing to integrate digital solutions into their operations, the EVO portal provides access to eGov4Dev resources, the national technical documentation center for the integration of digital government services. Here you’ll find guides, recommendations, APIs, and implementation examples for platforms such as MPass, MSign, MPay, and MConnect, which facilitate the development and interoperability of digital solutions used in the business environment.
For example, more than 3.2 million data interactions take place daily through the MConnect platform, and the total volume in 2026 exceeded 500 million interactions between government agencies, companies, and other organizations participating in data exchange on a lawful basis and for legitimate purposes. The platform is also used by more than 300 private-sector organizations that utilize data from government registries to develop and provide digital services; integration is carried out through the semantic.gov.md portal.
