The document establishes clear mechanisms for cooperation, coordination and collaboration between the relevant institutions, it is designed to manage biological and chemical risks at the country’s border. The signing of the joint decree is an important step in the development of institutional capacity and harmonization of border action procedures in line with European and international standards and best practices.

The joint action of the agencies was aimed at the implementation of the P100 project “Strengthening Biosecurity and Population Protection Measures at the First Border in South-Eastern and Eastern Europe”. The project is funded by the European Union through the Directorate General for Enlargement and Eastern Neighborhood (DG ENEST). It is being implemented by the Science and Technology Center of Ukraine (STCU) under the auspices of the European Union Centers of Excellence for Chemical, Biological, Radiological and Nuclear Risk Response (UE CBRN CoE) with the support of the United Nations Interregional Crime and Justice Research Institute (UNICRI).
