
The bill introduces into law the key concepts related to eCall as a component of the EU-wide 112 Automated Information System (SIA 112).
eCall is a technology installed in vehicles and used in all EU member states. The system automatically dials 112 free of charge in the event of a traffic accident or can be activated manually by pressing a button. Its operation is not dependent on the country in which the vehicle was purchased or registered. When activated, the system establishes a connection with call centers (in the Republic of Moldova—with 112 service centers), providing an audio connection with operators and automatically transmitting the minimum set of data necessary for a rapid response. Calls to the eCall service are handled with the same priority and efficiency as any calls to the 112 service.
Legislative amendments modernize the Unified National 112 Emergency Call Service and implement the commitments undertaken by the Republic of Moldova as part of its accession to the European Union. These amendments have established the necessary legal framework for integrating the eCall system into the 112 service infrastructure. Technical details regarding the standardization of the transmission of a minimum data set and audio communication between vehicles and call centers will be established by a government decree.
The draft, developed by the Ministry of Internal Affairs in cooperation with the Unified National 112 Emergency Call Service, will enter into force on May 13, 2027, along with amendments to the Law on Electronic Communications. An exception is the provision requiring manufacturers and importers of vehicles equipped with the eCall system to inform consumers, which will take effect in 2030.
