This provision is contained in the draft law adopted by Parliament in its second reading.
The draft amendments to the Railway Transport Code were developed by the Ministry of Infrastructure and Regional Development. According to the authors, the possibility of co-financing railway transport will help optimize traffic flow in certain regions of the country. The explanatory note to the legislative initiative cites the connection between the Evghenie Doga Chisinau International Airport and the national rail network as an example.
The document also contains provisions regarding the conclusion of a long-term contract for the management of railway infrastructure, as well as a contract for the provision of public passenger transportation services. This is necessary to capitalize the amount of 300 million lei provided for in the 2026 State Budget Law, including prior to the completion of the reorganization of the state-owned enterprise Calea Ferată din Moldova.
According to the document, the Ministry of Infrastructure and Regional Development remains the body responsible for awarding contracts for the provision of public services through competitive bidding, while the government will have the authority to decide on the direct award of such contracts in cases provided for by law.
This initiative is part of the process of harmonizing national legislation with European Union standards and fulfilling the commitments undertaken by the Republic of Moldova as part of the EU accession process.
